Asset Management Plan (2022)

Project Status: Complete

 

Overview

The Ontario Regulation 588/17 (Asset Management for Municipal Infrastructure Regulation) included a phased approach to provide municipalities with ample time to meet the requirements of the regulation:

  • July 1, 2019 – finalized a strategic asset management policy (complete!)
  • July 1, 2022 – Approved asset management plan for core assets (complete!)
  • July 1, 2024 – Approved asset management plan for all municipal infrastructure assets
  • July 1, 2025 – Approved expansion of the asset management plan

 

2022 Policy Update and Core Asset Management Plan

The 2022 Asset Management Plan focuses on core asset categories with an estimated replacement value of approximately $236,320,000.

  • Roads (28%) have a replacement value of $67,598,390
  • Bridges (34%) have a replacement value of $80,005,613
  • Water (17%) have a replacement value of $39,073,132
  • Sanitary (21%) has a replacement value of $49,641,815

The Township will be continuing the improve its asset management documents while working to meet the next deadline provided by O. Reg. 588/17.

Environmental Assessment: Glen Walter Water Treatment Plan and Water Pollution Control Plant (2022-2023)

Project Status: Underway

 

Overview

The Township of South Glengarry has initiated an Environmental Assessment (EA) for the expansion of the Glen Walter Water Treatment Plant and Water Pollution Control Plant currently located along County Road 2 approximately 2km east of Cornwall.

Township Council approved the Glen Walter Water and Wastewater Servicing Master Plan on February 7, 2022. The Servicing Master Plan developed a preferred strategy to provide water and wastewater services to the Glen Walter Community while meeting the requirements of the Environmental Assessment Act.

The Servicing Master Plan considered three options:

  • Option 1 – Maintain a Mix of Municipal and Private Services
  • Option 2 – Expansion of South Glengarry’s Infrastructure
    • 2A – Expansion to Entire Area
    • 2B – Partial Expansion of Municipal Services Boundary (New Development)
  • Option 3 – Obtain Services from City of Cornwall

The Servicing Master Plan identified Option 2B – Partial Expansion of Municipal Services Boundary as the preferred option. This option positions the Township to provide sufficient capacity in the municipal water and wastewater systems to support growth within the following areas: infill within the Glen Walter Core and Farlinger Point, Place St. Laurent, Country Club Estates, and two other areas identified in Figure 6 of the Study Report. The development of these areas is expected to increase the service population within the municipal serviced area from 1,000 persons (2021) to 3,000 (2051).

Completing this Schedule ‘C’ Environmental Assessment for the expansion of each plant is the next step required for implementing the preferred option.

 

Study Process

The Study is being conducted in accordance with the Municipal Class Environmental Assessment (MCEA) process for a Schedule ‘C’ project. The planning and design process will lead to the development of functional design for the project that is technically sound, innovative and that includes effective consultation and consensus building.

There will be ongoing consultation activities throughout the study. This first public consultation event will provide:

  • An overview of the study objectives, background, and purpose
  • EA Process, consultation, and schedule
  • Need and opportunities, existing conditions, and study progress to-date
  • Planning and design principles/objectives for the study
  • Next steps

Interested persons can provide comments throughout the EA Study. Any comments received will be collected under the Environmental Assessment Act and, with the exception of personal information, will become part of the public record.

Water and Wastewater

Water Meters and Repairs (2022)

Project Status: Underway

 

The Township will be completing service appointments to inspect and repair water meters during the spring and summer of 2022. The inspection and replacement time for a new water meter is approximately 30 to 90 minutes and will potentially require the water to be shut off and then turned back on. Someone from your household who is at least 18 years of age must be at home during the appointment. Advance notification and booking of the service appointments will be provided.

The water meter inspector will have a Township of South Glengarry photo ID card identifying themselves and will arrive in a vehicle with a Township of South Glengarry logo.

Municipal Drains

 Filion Drain Engineer’s Report (2022-2023)

Project Status: Underway

 

Overview

The Filion Drain is one of (approximately) 130 municipal drains located within the Township of South Glengarry.  A municipal drain is a system to move water which is created pursuant to a bylaw passed by Township Council. Most often, the drain is located on private property and the municipality is responsible for the construction of the drainage system and future maintenance and repair. Costs are then recovered from the property owners in the watershed of the drain.

The existing Engineer’s Reports for the Filion Municipal Drain were prepared under the previous 1970 Drainage Act where culverts were an owner’s responsibility to maintain. Township Council has initiated an update to the Engineer’s Report under Section 78 of the Drainage Act, R.S.O. 1990. This update will incorporate the 20-30 large arch pipes as part of the drainage works into the Engineer’s Report, thereby making them eligible for future maintenance grants provided by the Ontario Ministry of Agriculture, Food, and Rural Affairs (OMAFRA).

Study Process

The Study is being conducted in accordance with the Drainage Act. Township Council appointed McIntosh Perry Consulting Engineers Ltd. under Section 78 of the Drainage Act to update the Filion Drain Engineer’s Report in January 2020.  The project was suspended due to the COVID-19 pandemic and on April 4, 2022 Township Council extended the appointment of McIntosh Perry Consulting Engineers Ltd.

The first public information session (On-Site Meeting) was held on June 6, 2022. A second public information session (Meeting to Consider) will be held in advance of the project completion.

Interested persons can provide comments throughout the Study. Any comments received will be collected under the Drainage Act and, with the exception of personal information, will become part of the public record.

Structure Rehabilitation

Second Line Road Bridge Rehabilitation (2022)

Project Status: Completed

 

Overview

The Township of South Glengarry maintains over fifty (50) structures that have a span of three (3) meters or greater. These structures are all inspected on in accordance with the Ontario Structural Inspection Manual (OSIM) which provides the Township with recommendations for repairs and maintenance for each structure, as well as any roadside safety issues, and an associated ten-year capital plan.

The rehabilitation of Second Line Bridge was identified through the OSIM process and funded through the Township’s capital budget.

What: The work involves the rehabilitation of the Second Line Bridge structure.

Why: This work is required to renew the aging infrastructure and to improve reliability.

Where: The Second Line Road Bridge is located approximately 2.2 kilometres north of County Road 18 near North Lancaster.

When: The work is planned to begin during April 2022 and completed during June 2022.

Who: The Township of South Glengarry has retained the Contractor, Coco Paving Inc. to complete the work.

 

Traffic Management

In order to accommodate the bridge rehabilitation, the following traffic restrictions will be required.

  • Full closure of Second Line Road from the intersection of Concession 7 and Glen Norman Road to the intersection of Concession 6 and Second Line Road.
  • A signed detour will be in place from April 19, 2022 through July 1, 2022.

Access to private properties will be maintained throughout the construction period unless otherwise communicated.

 

Landfill Access

Vehicle access to the North Lancaster Landfill Site will be maintained throughout construction.

 1st Line Road Culvert (2022)

Project Status: Completed

 

Overview

The Township of South Glengarry maintains approximately 400 kilometers of roads which includes drainage culverts that cross the road. At this location, the cross-culvert is along the Filion Drain.

The rehabilitation of this culvert was identified by the Township's Drainage Superintendent and verified through a 2022 structural inspection.

What: The work involves the complete removal of the existing and installation of a new 3,700mm x 2,290mm structural plate corrugated steel pipe arch.

Why: This work is required to renew the aging infrastructure and to improve reliability.

Where: Located on 1st Line Road approximately 650m north of Concession Road 5.

When: October / November 2022

Who: The Township of South Glengarry has retained Fidelity Engineering and Construction Ltd. to complete this work.

Roadway Renewal and Upgrades

 Concession 4 Surface Treatment (2022)

Project Status: Completed

 

Overview

The Township of South Glengarry maintains approximately 400 kilometers of roads which are inspected every 3-5 years to prepare a Roads Needs Study and accompanying 10-year capital plan for road renewal. This work was identified by the Township's 2020 Roads Needs Study.

What: The work involves the pulverizing and application of a new double surface treatment on Concession 4.

Why: This work is required to renew the aging infrastructure and to improve reliability.

Where: The resurfacing is being applied to Concession 4 between County Road 26 and Third Line Road.

When: The work is being completed during July 2022.

Who: The Township of South Glengarry has retained the Contractor, Miller Paving, to complete the work.

The Township of South Glengarry maintains approximately 400 kilometers of roads which are inspected every 3-5 years to prepare a Roads Needs Study and accompanying 10-year capital plan for road renewal. This work was identified by the Township's 2020 Roads Needs Study.

What: The work involves a new asphalt surface on selected, low-volumn, hamlet roads.

Why: This work is required to renew the aging infrastructure and to improve reliability.

Where: The work include the following locations:

  • Green Valley - Menard Street, MacKinnon Road, Third Street, Charlotte Street, Park Street, First Street, Second Street, Lancaster Street, Roy Crescent, Della Avenue, Luc Street, Gabrielle Street, Lefebvre Street
  • Lancaster - Colin Street, Head Street, Molan Street, High Street, Dunan Street, Boundary Street, South Terrace Street, Oak Street, Elm Street, Maple Street
  • Bayview Estates - Clifford Avenue, Laura Avenue, Marlene Avenue

When: The work is being completed between June and August 2022.

Who: The Township of South Glengarry has jointly tendered with the United Counties of Stormont, Dundas and Glengarry and the Township of North Glengarry for this work. Blair Asphalt Products has been retained to complete the pulverizing, grading, and asphalt paving.

Overview

The Township of South Glengarry maintains approximately 400 kilometers of roads which are inspected every 3-5 years to prepare a Roads Needs Study and accompanying 10-year capital plan for road renewal. This work was identified by the Township's 2020 Roads Needs Study.

What: The work involves the pulverizing of the existing surface and application of a new grannular surface. In areas of concern, additional geotextile fabric is being installed to reduce the formation of potholes.

Why: This work is required to renew the aging infrastructure and to improve reliability.

Where: The work includes the following locations:

  • Celtic Lane (Lancaster)
  • North Branch Road (Martintown)
  • Cemetery Road (Martintown)

When: The work was completed August 2022.

Sidewalk Repairs (2022)

Project Status: Underway

 

Overview

The Township of South Glengarry maintains approximately 13 kilometers of sidewalks which are inspected annually in accordance with O. Reg. 239/02: Minimum Maintenance Standards for Muninicipal Highways. The Sidewalk Condition Assessment provides the Township with recommendations for repairs and maintenance to the sidewalk network.

What: The work involves the repair of trip hazards.

Why: This work is required to renew the aging infrastructure and to improve reliability.

Where: The work includes various sidewalks within following locations:

  • Williamstown
  • Lancaster

When: The work is being completed September 2022.

Who: The Township of South Glengarry has retained Safe Sidewalks Canada to undertake this work.
