What is a Comprehensive Fee By-Law?

A fee by-law sets out the fees and charges for certain services, programs, and permits the municipality provides. Think of it as a complete list of the fees for things like getting a building permit, using recreation facilities, or even services like marriage ceremonies and landfill fees.

The purpose of this by-law is to ensure that the costs of providing certain services are equitable and borne by the user who is accessing the service and not the general tax base. With a fee by-law, everyone knows exactly what they need to pay for services and that the fees are applied fairly and consistently. It also gives the municipality the legal authority to collect these fees.

The fees listed in the by-law can be updated from time to time to reflect changes in costs or policies. Any changes being considered for this by-law will be discussed and approved by Council in an open Council meeting. The by-law is available to the public so that residents can easily access it and know exactly what to expect.

Why are certain fees increasing in 2025?

The fee increases are necessary to cover rising costs of providing essential services, maintaining infrastructure, and ensuring the long-term sustainability of our community. These increases are part of our ongoing commitment to responsible financial management while continuing to improve our services for residents.

Fee increases will come into effect on January 1, 2025, with the exception of ice rental rates, which will increase September 2025 for the 2025/2026 ice season. For information about ice rental rates, contact the Recreation department at 613-347-1166 ext. 2301.

How will these changes affect me?
Depending on the services you use; you may notice a slight increase in fees for things like permits and facility bookings. We’ve worked hard to minimize the impact on residents while ensuring we can continue delivering these services.
How were the fees determined?
The fees were carefully reviewed, based on the increasing costs of service delivery, inflation, and the need for infrastructure improvements. We compared our fees to similar municipalities to ensure they remain fair and in line with industry standards.
Will the fee increase fund improvements in the community?
Yes! The additional revenue from these fee increases will help fund important capital projects, such as infrastructure maintenance, recreation facility upgrades, park improvements and public facilities. This ensures we’re meeting the needs of a growing community and maintaining the quality of life we all enjoy.
Can I appeal the new fees?

While the fees are set by the Township’s Council, we encourage you to reach out if you feel the changes impact you unfairly. We are happy to listen to your concerns and explore any options available to provide support or guidance.

Fee waiver requests may be submitted in writing to the appropriate Township Department and are subject to Council approval.
