What is a Heritage Conservation District?
A Heritage Conservation District is a defined geographic area that is recognized for its historical, architectural, or cultural significance.
Rather than focusing on a single building, a Heritage Conservation District looks at the character of an entire area, which may include:
- Buildings and home
- Streetscapes and landscaping
- Views and natural features
- Historical patterns of development
A Heritage Conservation District does not mean freezing an area in time; it helps manage change thoughtfully.
What other heritage designation options are available?
There are a few ways properties can be recognized and protected under the Ontario Heritage Act, including:
Individual Property Designation
- Applies to a specific property
- Identifies and protects key heritage features
- Property owner must get approval before altering those features
Heritage Conservation District
- Applies to a larger area with shared heritage value
- Focuses on the overall character, not just individual buildings
- Uses guidelines to manage changes across the district
Listed (non-designated) Properties
- Properties may be listed on the Municipal heritage Register but not designated
- Listing provides interim protection (e.g. notice before demolition)
- It is not as restrictive as designation
What does a Heritage Conservation District mean for property owners?
If a Heritage Conservation District is established, property owners may:
- Need permission from the municipality for certain exterior changes (such as additions, demolitions, or major alterations)
- Be guided by a District Plan, which outlines what types of changes are appropriate
